Intro / CHALLENGE

How We Facilitated a $50m ERP Selection

The Los Angeles Unified School District (LAUSD) is the second largest school district in the United States, maintaining an estimated $10 billion operating budget, with nearly 100,000 employees across 8 local school districts serving nearly 700,000 students in approximately 700 schools.  LAUSD has embarked on a five year plan for replacing their ERP application platform. 

LAUSD maintained little documentation of its current Procurement, Human Resources, Payroll, Finance, Accounting, Budget, Risk Management, and Food Services processes.  Thus, there were minimal process narratives or flowcharts to gauge the size and level of processing complexity for these areas.  To adequately determine which ERP solution would best fit for LAUSD, a Current State Assessment and Documentation project was determined to be essential.

LAUSD engaged us to complete a current state assessment review of all Procurement, Human Resources, Payroll, Financial, Accounting, Budgeting, Risk Management, and Food Services related systems and processes to support the selection and implementation of a fully integrated ERP Financial software package.  Areas of specific focus included:

Procurement, Human Resources, Payroll, Budget, Finance, Accounting, Costing, Food Services / Cafeterias, Facilities, Warehouses, Transportation, Fleet Management, Distribution, Utilities, Overhead Distribution, Capital Planning and Budgeting, Payroll Accounting, Fiduciary Fund Accounting, Project Accounting, School Allocations, Treasury and Cash Management, and Fixed Assets.

Facilitating the ERP Selection

APPROACH

Our approach was designed around cross-functional facilitated sessions.  We:

  • Facilitated multiple key process meetings on a weekly basis

  • Collected the raw detailed information for over 100 processes

  • Synthesized the information into a logical narrative and detailed process map / flowchart

  • Reviewed the process deliverables with key users and finalized each deliverable. 

  • Ascertained all inflows, processes, outflows, systems involved, system interfaces, departments, volumes / metrics, challenges, and improvement opportunity areas.

  • We subsequently held debrief sessions with key project personnel to gain group feedback and consensus. 

Solution / RESULTS

We completed all 100+ facilitated sessions on time, in rapid fashion, and in accordance with the project plan.  In addition to our detailed narratives, process maps and flowcharts, plus challenge / improvement opportunity analyses, we also produced a high-level requirements deliverable that was used as the basis for beginning the detailed requirements deliverable (i.e., software RFP) for vendor analysis, product review, systems selection, and systems implementation.
